This motion whitelists the call that points Base's dispute game config at the AggregateVerifier redeployed by Base's Cobalt upgrade, so it can be dispatched via the Whitelisted Caller track.
Base executed its Cobalt upgrade on mainnet. Cobalt redeploys AggregateVerifier to rotate the TEE
image hash and the two SP1 verifying keys, and re-registers it on the factory for game type 621.
Base's own task config names the implementation it replaced as OLD_AGGREGATE_VERIFIER, which is exactly the address Nexus has stored:
