This motion whitelists a single IntentsCoprocessor.sweepDust call so it can be dispatched via the Whitelisted Caller track on OpenGov. The call refunds 44,246.284868 cNGN to 0x4301a30ab2A9C040a8cBEc7fBBde9A6Af0C5F9ac on Base.

What This Does

Refunds the protocol fee that the Base IntentGateway charged 0x4301a30ab2A9C040a8cBEc7fBBde9A6Af0C5F9ac on two orders that did not execute as intended.

The gateway takes protocolFeeBps off the input amount at order placement, before any fill happens. Base is configured at 5 bps (0.05%), read live from IntentsCoprocessor::Gateways(Evm(8453)). Because the fee comes off notional at placement rather than off what actually gets swapped, both orders below paid in full on amounts that were only partly filled or not filled at all.

Order 1: partially filled

0x0156216ecc9c2074ab9531428029c76144c01096a388f6a547464c978e9a0aee (block 50,175,979)

Amount (cNGN)
Input transferred to gateway 68,957,000
Fee taken (DustCollected) 34,478.5
Escrowed for the fill 68,922,521.5
Refunded 40,523,659.135475

Roughly 41% of the notional came back unfilled, but the fee was charged on 100% of it.

Order 2: not filled at all

0xb405d803ff7117ada85119a2aab7e674539e1d8a9161ab9becaa8d06c75aeeea (block 50,169,021)

Amount (cNGN)
Input transferred to gateway 19,535,569.737450
Fee taken (DustCollected) 9,767.784868
Filled 0
Refunde 19,525,801.952582

Nothing was swapped. The fee was still collected.

Total

34,478.5 + 9,767.784868 = 44,246.284868 cNGN, which is 44246284868 in base units at 6 decimals.

Both figures come from the DustCollected(address,uint256) logs emitted by the gateway in each transaction, topic 0x51eb5aa877b3d80e186f9a323c6dce052491963271d09ee40615d0bb182359d5, not from an off-chain tally.
