This proposal whitelists a single utility.batch_all (39 calls, executed atomically as Root) that migrates the Intent Gateway to its new deployment and refreshes cross-chain configuration across all 9 EVM mainnets — Ethereum, Base, Arbitrum, Polygon, BSC, Soneium, Polkadot Hub, Optimism, and Gnosis.

Specifically, it:

Sweeps the legacy gateway on Base — registers the prior IntentGateway (0x16F9…0e9E0) and sweeps its accumulated dust, then removes its Gateways storage entry.
Re-deploys the new IntentGateway (0xAe04…9716) on all 9 chains with host 0x620128…19c3, dispatcher 0xE2C7…4bEd, solver selection enabled, 60% surplus share, and a 5 bps protocol fee.
Updates the consensus client to 0xfb9D…1f05 in each chain's host params.
Allowlists the new gateway on pallet-bandwidth for each chain.
Sets gateway fees (60% surplus / 5 bps) on each deployment.
The batch is atomic — if any call fails, the entire proposal reverts with no state change. It has been verified against current mainnet state via a Chopsticks fork (dispatched as Root → BatchCompleted, 39/39 calls successful).
