Runtime Upgrade: Nexus v7900

This proposal authorizes the upgrade of the Nexus runtime to version 7900 via system.authorizeUpgrade with the code hash 0xec424a7e695b233a9107682340689111c701626caa9ee7b6a5e58dac16435df3.

This release includes the following changes:

• Hyper fungible token — introduces the hyper fungible token to Nexus (#1019)
• BSC consensus client hardening — prevents the BSC consensus client from reaching an inconsistent state (#1039)
• Consensus reward scoping — scopes consensus rewards to the unpaid height span, preventing overpayment (#1040)
• Tendermint client security fix — binds validator addresses to their public keys in the Tendermint client (#1044)

The runtime WASM was built deterministically with rustc 1.91.1 and can be independently verified by running ./scripts/build_release_runtime.sh nexus-runtime at tag nexus-v7900.
