Summary

This is a routine, low-risk runtime upgrade bundling six changes since the previous release. It contains no storage migrations of note and bumps the spec version from 7700 → 7800.

What's included

1. EVM storage optimization — hash the EVM GET storage slot during Tendermint state-proof verification.
2. Governance — IntentGatewayV2 is now upgradeable via cross-chain governance.
3. Proof verification — pin the anchor slot in non-existence proof sibling verification.
4. Indexing — phantom order support for passive price and liquidity indexing.
5. State proposal detection — improved optimistic detection of disputed OP-Stack state proposals.
6. Runtime bump — nexus → 7800 (gargantua → 7600 in the same release).

Enactment (two-step authorized upgrade)

1. Authorize the code hash via governance:

2. Enact by submitting the actual Wasm:
   system.enactAuthorizedUpgrade(<nexus_runtime.compact.compressed.wasm>)

Verification before voting

• Confirm keccak256(wasm) of the downloaded artifact equals the hash above.
• Confirm the new spec_version is 7800 and spec_name/impl_name remain nexus.

Rationale

Routine maintenance + feature release. Improvements to proof verification, indexing, and cross-chain governance with no breaking changes to existing ISMP message formats.
